Post Title Human Settlements Advisor (HSA)
Duty Station Fukuoka, Japan, with frequent travels to countries assigned to the HSA as well as to offices of partner agencies in programme development and implementation.

General:

The HSA will work under the supervision of the Director of the Regional Office. The HSA will work as a team with the Director and other Human Settlements Officers and Programme Management Officer in the Regional Office. He/she will also work in close collaboration with substantive advisors and Programme Coordinators in Global and Interregional Programmes, with colleagues in the other substantive and administrative divisions of Habitat, and with staff of the United Nations Office in Nairobi (UNON).а In particular, he/she will serve as the focal point for the Urban Management Programme (UMP) and Safer Cities Programme to ensure mainstreaming of UMP and SC activities and approaches in the operations of the Fukuoka Office. He/she will also perform an advisory function by taking into full consideration relevant findings and recommendations of relevant global conferences held under the auspices of the United Nations.

In specific:

1. Support to Normative Function: Ensure the implementation of UN-Habitat's vision, work programme, operational and resource mobilisation strategies in countries assigned him/her by:

(i)ааааааа Introducing HabitatТs global Campaigns as a means of promoting broad-based policy dialogue with national constituencies and development partners in the respective countries;

(ii)ааааааа Providing direct inputs to human settlements analyses and needs assessments and other activities aimed at human settlements policy, strategy and programme development at the national level;

(iii)ааааааа Co-ordinating relevant activities within the work-programme through interaction within national level public institutions, local governments, NGOs, UMP Local Partner Institutions, civic society and private sector as well as external support agencies;

(iv)ааааааа Promoting broad-based policy dialogues with national constituencies and development partners in the respective countries;а

(v)ааааааа Facilitating dissemination of information on good practices and their adoption at the national and local levels, and analysis of lessons learned, feeding these back into HabitatТs Regional and Global knowledge management systems;

(vi)ааааааааааааа Serving as a focal point for UMP and Safer Cities Programme and ensure mainstreaming of these activities in the field operations, help strengthen anchor institutions and attend critical meetings of these Programmes including PRC.

2. Project/Programme Development: Identify and develop programme and projects of strategic value in partnership with in-country UNDP and other UN agencies, bilateral/ multilateral donors and national partners by:

(i)ааааааааааааааааа Identifying priority interventions in human settlements sector within the framework of Habitat Agenda, CSF and UNDAF, MDGs, national plans, and sector review.

(ii)ааааааааааааааа Developing requisite project documentation, gaining consensus on the strategies, and funding suggested therein.

(iii)аааааааааааааа Participating in the appraisal, revision and approval of project design(s) by all relevant parties in accordance with established guidelines.

(iv)ааааааааааааа Negotiating with multilateral/bilateral donors for resource mobilisation and promoting/co-ordination joint activities of strategic importance, and securing approval by the appropriate authority on agreed activities.

3. Project Management: Ensure effective and efficient execution of Habitat-executed projects and programmes by:

(i)ааааа ааProviding timely and appropriate technical and management advice to the projects or co-ordinate its provision by others from Headquarters through periodic field visits (missions), group meetings and training, and in-depth review and evaluation of the work plan as well as technical working papers and reports originating from the project.

(ii)ааа аа In consultation with funding agencies and related partners, assisting the project(s) in developing performance criteria for monitoring the implementation.

(iii)аа аа Monitoring project activities and progress on continuous basis by (i) ensuring periodic reporting from the field and providing critical assessment of the appropriateness and effectiveness of results achieved, and (ii) undertaking in-depth participatory internal review and evaluations.

(iv)а аа In liaison with the Government, UNON and with support from the PMO, conducting the process of identification and selection of international staff and consultants, and make recommendations to the Director in this respect.

(v)ааа аа Supervising all project managers, CTAs and international consultants within projects/programmes in countries and sub-region(s) assigned to the HSA.

(vi)а аа Preparing and reviewing terms of reference (ToR) and/or job descriptions (JD) for project managers, CTAs and consultants; prepare written assessments of candidates to be submitted to project management for selection and government clearance. Review/clear ToR/JDs received from project management for national professionals (NPPP) and clear candidates.

(vii) Ensuring timely preparation and submission of status reports as required by donors, other partners and the Management

4. Advisory Function:а Quality advisory service to national and local governments, in-country UNDP and other UN agencies, bilateral and multilateral donors on issues of priority concern to human settlements development at the level considered by:

(a)ааааа Provide substantive inputs from UMP/SC to projects as and when required.

(b)аа аа Contributing to the overall policy and strategy development within the Centre by bringing specific perspectives on priority issues and trends in countries and (sub) region(s).

(c)ааа а Ensuring proper documentation of both positive and negative project/programme experiences and submitting them as an input to policy dialogue.

(d)аааааа Undertaking technical support and advisory missions to carry out high level consultations and to develop policy initiatives on human settlements issues.

(e)аааа Assisting governments in organising and convening meetings of policy makers and technical experts to formulate, review, adopt and implement their National Plan of Action and other issues related to the Global Plan of Action (Habitat Agenda).

(g)ааа аа Represent UN-Habitat in major development programming exercises at the national level to place sector priorities within the overall development context.

(h)ааа аа Advise the ED and AED, directly or through the Regional Director, on programme policy and issues.

5. Office responsibility: Efficient and effective functioning of the office

(a)аааа Liasing with the PMO and UNON in monitoring financial and technical performance of the activities and projects to ensure effective implementation of the programme/project.

(b)ааа Organise and participate in Project Evaluation in accordance with established guidelines.

(c)ааа Prepare inputs including policy recommendations to reporting on the Regional Office's activities as may be required within Habitat or by auditors and others for monitoring and information purposes.

(d)аа а Supervise and monitor the performance of assigned professional and general service field staff working in projects/programme in accordance with the Habitat Technical Co-operation Manual and agreement between the parties. In addition, the HSA will monitor the performance of the support staff assigned to him/her.

(e)ааа If appropriate, serve as the Officer-in-Charge of the Regional Office in the Director's absence.

(f)аааа Undertake other assignments within the incumbent's area of competence, as may be reasonably required.

Qualifications:

At least ten (10) years of notable experience in multidisciplinary human settlements projects and programmes at national level, and at least five (5) years of similar experience at the international level. Proven experience in project/programme designs and their management is necessary. Either by experience or education, candidates are expected to have acquired ability to work with specialists from various fields and lead a consultative process to achieve intended goals. Work experience with international agencies and donors and familiarities with UMP and/or Safer Cities Programme and other Habitat global programmes are an added advantage. Familiarity with UN policies, procedures and practices for technical co-operation is a prerequisite.
